Moroccans lead in EU temporary work permits, 2023 data insights

In 2023, Moroccans were issued 58,547 EU temporary work authorization, accounting for 30.5% of all foreign nationals authorized for seasonal work, according to Schengen News, which analyzed data from Eurostat, the European Commission’s agency responsible for producing community statistics.

Moroccans are the largest group benefiting from EU Temporary Work Permits, far surpassing Bangladeshis, who hold the second position with 29,249 seasonal work permits, or 15.2% of the total. The top five also includes Indians (22,498), Ukrainians (8,693), and Serbians (6,841).

In total, 191,840 foreign nationals received seasonal work authorization in the EU in 2023, reflecting a 22.6% increase from 2022 and marking the highest number ever recorded.

Five EU countries accounted for 80.8% of the temporary work permits issued in 2023. Italy led the way with 73,536 authorizations, representing 41.5% of the total. France followed with 37,354 permits (19.5%), while Croatia (17,869: 9.3%), Spain (12,554: 6.5%), and Finland (7,842: 4.1%) rounded out the top five.

Belgium issued only 99 permits, making it one of the countries with the fewest authorizations.

The data also highlights that Spain, France, Germany, Italy, and Portugal offer the most seasonal work opportunities, whereas Luxembourg has the least for temporary job seekers.

Furthermore, Eurostat figures indicate a significant increase in the number of seasonal workers coming to the EU, with a 70.3% rise over the past five years, according to Schengen News.
